Tom has unique professional leadership experience in engineering and construction industry in the public sector. As a public owner, he planned and directed significant capital improvement projects in the region. Coordinating and facilitating interagency cooperation for the construction of highways, interchanges, water, wastewater, and solid waste improvements. As a manager, his focus has been on creating high performing organizations focused on growth and profitability by creating an environment that encourages employees to perform to their strengths with a prime emphasis on serving the client.

Recently, as an owner, he has focused on business development, marketing, public relations and government affairs for water, wastewater, wet weather, green infrastructure, solid waste, and transportation projects in North America.

Mr. Merritt has excellent communication, motivation, and consensus-building skills with an emphasis on managing and mentoring diverse groups of people with a focus on small business growth and success.
